
As an intern, Payldon researched Bhutan’s approach to key United Nations initiatives such as the 2030 Agenda and the Pact for the Future. Her investigations prepared her to attend the UN’s High-Level Political Forum (HLPF) on Sustainable Development as part of the Mission office, representing Bhutan.
“Representing my country was a huge responsibility,” Payldon said. “I had to be very self-aware about who’s around me, what I’m saying, and how I’m reacting. I’m an intern, but when duty calls, I have to step up and represent the mission.”
Sandwiched between the goliaths of China and India, the smaller Bhutan must adopt different policy strategies than its neighbors. Through her experience at HLPF, Payldon has developed a greater appreciation and understanding of how her country conducts itself in international affairs.

“I’ve learned the importance of cultural diplomacy and humility, because as a small country, you really have to maintain that quality and neutrality,” Payldon said. “I’ve been able to better understand where my country stands on a lot of international issues. I feel like I’m in a better position to go back to 51 and answer confidently any questions about Bhutan or other small states.”
She continued, “As a landlocked country that recently graduated from the UN’s Least Developed Countries category, Bhutan’s engagement at the UN is very significant. Our work focuses on sustainable development and climate change, which are critical priorities for the country.”
One key aspect of Bhutan’s policy is its philosophy of Gross National Happiness, which measures the success and development of the country through the growth of joy rather than economic gains. This perspective resonated deeply with Payldon. In the past, she has used her platform as an actress to advocate for education, youth empowerment, and the environment, harnessing her own passions to create a better, happier future.
At the Permanent Mission, Payldon explored similar themes in relation to Bhutan’s efforts for sustainable development, transferring her advocacy skills to diplomacy.
“Witnessing Bhutan’s principled approach, often emphasizing Gross National Happiness, sustainability, and equity, has been inspiring,” Payldon said. “I feel honored to have contributed in my own way to my country’s diplomatic efforts.”
